William Barlow was born in 1852 at Paducah, Kentucky,* he is thought to be the brother of the minstrel, Milt G. Barlow.
William Barlow appeared in at least two silent movies, Circus Days (1923) and Greed (1925).* He was also a theater manager in San Francisco.
