JUNIUS H. BARLOW, Isle of Wight Co Virginia - Junius is not listed in this military index, at least, not as Junius. He may be listed under J. or J.H., but more than likely not, probably because his records had been lost. This 9 page application is very hard to read, but from what I gather, proof of records for military service were not found, therefore, affidavits were made by fellow servicemen stating that Junius served.
