Stephen H. Barlow, former State Quartermaster General, died tonight at Princeton Hopsital, shere he had undergone surgery Friday. He was 67 years old and lived on Elm Ridge Road here.
Often a controversial figure in state governmental affairs, Mr. Barlow resigned from the State Defense Department in 1948, shortly after the Quartermaster General's office was eliminated. He retained his other military position as United States Property and Fiscal Officer for New Jersey until five years ago. 
Since then, he has been a vice president and director of Mount Clemens Industries, Inc., Pennsylvania metal products producers, and a consultatnt to Raymond International, a New York heavy-construction concern.
Mr. Barlow's military career began in 1913, when he enlisted as a private in a New Jersey quartermaster unit. He served in the Mexican border campaign in 1916 and overseas in World War I.
As a captain after the war, he was aide de camp to four Governonrs. In 1924, as a lieutenant colonerl, he was named assistant Quartermaster General.
Five years later, the Federal Government appointed him United States Property and Disbursing Officer for the state. In that capacity, Mr. Barlow handled Federal supplies and payments to the New Jersey National Guard. He held that position with a slight change in its title, until 1957.
Gov. A. Harry Moore appointed him Quartermaster General with the rank of brigadier general in 1934. As such, he was responsible for the summer executive mansion at Sea Girt because it was on a National Guard training site.
A Republican, General Barlow was frequently at odds with Democratic Governors and lawmakers over the Sea Girt mansion's expenses. In August, 1941, the mansion's food bill came to $5,533. The outlay for caviar along was $7.23 daily.
Gov. Charles Edison termed the sum "preposterous," ordered an investigation by Adjutant General James I Bowers and got General Barlow ousted as the state's procurement officer for its Selective Service boards.
General Bowers reported that General Barlow was guilty of laxity, but a Republican State Senate investigation exonerated him and charged the mansion's servants with faulty management.
Personal antagonism between the two general led Gov. Alfred E. Driscoll and the Legislature to abolish both their jobs in 1943, when the State Defense Department was created. General Barlow stayed on briefly as acting supply and disbusing officer.
He was a graduate of the Drexel Institute in Philadelphia.
He leaves his wife, the former Virginia Millman; a daughter, Mrs. Virginia B. Harvey; two sons, Bruce and David G.; ten grandchildren and a great grandchild.

EVELYN F. BARLOW LINSELL, 82, of Elmwood Park died Tuesday. Born in England, she came to the United States in 1953. She was a member of the Episcopal Church of the Atonement, Fair Lawn, and the Elmwood Park Golden Age Club.
Surviving are her husband, Percy; two daughters, Janet Morris of Wanaque and Sheila Lucas of Elmwood Park; a son, Robin of Lenoxville, Pa.; a sister, Winifred DuChamp of Elmwood Park; nine grandchildren, and three great-grandchildren.
Services will be Thursday at 10 a.m. at the Church of the Atonement, with burial in George Washington Memorial Park, Paramus. Visiting is today from 2
to 4 and 7 to 9 p.m. at Vander Plaat Colonial Home, Fair Lawn.

ALICE FISHER DENISON BARLOW, 87, of Tenafly died Jan. 11. She was a member of the Shell Museum and Educational Foundation of the New York Shell Club, New York City. Surviving are two sons, John Denison Barlow in Indiana and Dr. Peter Bassett Barlow in New Hampshire, and seven grandchildren. Her husband, Dr. G. Barton Barlow, is deceased.
A memorial service will be held Feb. 2 at 2 p.m. at St. Paul Episcopal Church, Englewood.
Arrangements were by Barrett Funeral Home, Tenafly.

OLIVE MILLS HENDERSON of Albany, N.Y., formerly of Rutherford and Bloomfield, died Thursday. She was a 68-year member of Grace Episcopal Church, Rutherford, where she was a member of the Girls Friendly Society, the St. Elizabeth Chapter, and the Altar Guild, and where she had taught Sunday school.
She was a former troop leader for the Rutherford Girl Scouts.
Surviving are two daughters, Marilyn McGarry in Connecticut and Doris Barlow of Latham, N.Y.; a son, William, and two sisters, Ethel Demarest and Marion Airey, all in Florida; four grandchildren, and several great-grandchildren. Her husband, William, died in 1956.
Services will be Monday at 10 a.m. at Philip J. Frederick Funeral Home, Albany, with burial in Cold Springs Cemetery, Cold Springs, N.Y. Visiting is today from 5 to 9 p.m. Donations to Grace Episcopal Church, 157 W. Passaic Ave., Rutherford, N.J. 07070, or St. Peter's Hospital Foundation for Hospice, 315 S. ARTHUR DONNELLY, 89, of Weatherly, Pa., formerly of Paterson and Hawthorne, died Thursday. Before retiring in 1967, he was a planner for Wright Aeronautical Corp., Lodi, where he worked for 25 years. He was a parishioner of St. Anthony R.C. Church, Hawthorne. Surviving are two sisters, Elizabeth Smith in Alaska and Margaret Finley of Paterson; two grandsons, and two great grandchildren. His wife, Ann Barlow Donnelly, and a daughter, Ann LaVigne, are deceased.
Mass will be said Saturday at 9 a.m. at St. Anthony Church, with burial in Holy Sepulchre Cemetery, Totowa. Visiting is today from 3 to 5 and 7 to 9 p.m. at Browning-Forshay Funeral Home, Hawthorne.

IRVING BARLOW, 87, of Montvale, formerly of Rutherford, died Sept. 17. Before retiring in 1977, he was a prevention engineer with Insurance Service Organization, New York City.
Surviving are his wife, Anna M. Spelman Barlow; two daughters, Barbara J. Ryan of Montvale and Carol A. Banka of Kingston Springs, Tenn.; and a grandson.
Memorial Mass will be said Oct. 17 at Our Lady of Fatima Chapel, Pequannock. Entombment was in Garden of Memories Mausoleum, Paramus. Arrangements were by Robert Spearing Funeral Home, Park Ridge.

PEARL KOVACS BARLOW, 85, of Hawthorne, formerly of Passaic, died Tuesday. Before retiring, she was an assembler for Einson Freeman Inc., Fair Lawn, for 15 years. She was a member of Hawthorne United Methodist Church.
Surviving are her husband, William D.; two sons, Victor of Charlottesville, Va., and William J. of Hopatcong; six grandchildren, and six great-grandchildren.

VIVIANE HANNON ROBERTS, 51, of Englewood died Tuesday. She was a branch manager for Off-Track Betting Corp., New York City, where she worked for 20 years. She was a parishioner of St. Cecilia's R.C. Church, Englewood. Surviving are her husband, Roland; a daughter, Selena Barlow of Lodi; a son, Lawrence Barlow Jr. of Hackensack; a sister, Durita Goodwin, and three brothers, John Hannon, James Hannon, and George Hannon, all of Teaneck, and two grandchildren.

HELEN KELLY CORTESA BARLOW, 61, of Montvale died Thursday. Before retiring, she was supervisor of cash and banking for A&P, Montvale. She was an Air Force veteran of the Korean War, and a member of American Legion Post 153, Park Ridge. She was a member of Christ Lutheran Church,
Woodcliff Lake, and a manager for the Athletic League and Softball Commission, both in Montvale.

WILLIAM BARLOW, 63, of the Whiting section of Manchester Township, formerly of Wood-Ridge, died Tuesday. Before retiring in 1984, he was a bank examiner for the U.S. Treasury Department, New York City, where he worked for 30 years. An Army veteran of the Korean War, he was past commander of American Legion Post 97, Wood-Ridge, and a member of American Legion Post 502, Whiting. He was a deacon of St. Elizabeth Ann Seton R.C. Church, and past president of its Holy Name Society, and a member of Knights of Columbus Council 9852, all in Whiting.

PETER BASSETT BARLOW, 58, of Hanover, N.H., formerly of Englewood, died Saturday. He was chief of the pulmonary section at Mary Hitchcock Memorial Hospital, Hanover. A 1958 graduate of Harvard University, he received a doctorate from Columbia Medical School in 1962.

WINIFRED A. BARLOW DU CHAMP, 89, of Saddle Brook, formerly of Elmwood Park, die Friday. She was born in England. Before retiring in 1975, she was a bookkeeper for Kerr Concrete Pipe, Elmwood Park, where she worked for 10 years. She was a member of Atonement Episcopal Church, FairLawn. Lorraine Wingenroth Schmidt, 63, of 42 Christy Lane, Lititz, died Sunday morning at home after a long illness.
Born in Trenton, N.J., she was the daughter of the late Charles H. and Margaret A. Barlow Mitchell. She was the wife of Charles A. Schmidt Jr. who died in 1992.
She was employed by the former Cinderella Knitting Mill of Denver and, previously, Bollman Hat Co. of Adamstown. She was active many years ago in the Girl Scouts of Reamstown.
Surviving are one daughter, Debra Lynne, wife of Miller Angle of Lititz; two granddaughters; one great-granddaugter; three sisters, Sarah A., wife of Paul Skiris, and Beverly Riley, both of Neptune City, N.J., and Janice, wife of John LaVance of Manasquan, N.J.; and three brothers, Charles H. Mitchell Jr. of Titiusville, Fla., John G. Mitchell of Vero Beach, Fla., and Robert Mitchell of Hopesville.
